The Radiant Avenger: A Striker Paladin

Yeah, using the word "avenger" in the name really bothers me, possibly irrationally.

Perhaps another name? Like, say, Hand of Judgement? Or Itinerant Crusader?
Hmm... Hand of Judgement sounds nice, or maybe Vessel of Wrath, with Instrument of Wrath as the name of the default paragon path.

Let me think about it.

The second daily attack power which a radiant avenger gains access to at 9th level is what I call a dual use power. It may be used as a Close burst implement mass attack, or it can be triggered on a successful weapon basic attack as a smite power, with a more powerful effect since it affects only a single target.

This is because I wanted to give an extra benefit to characters who chose to invest in an implement in addition to a weapon, but not so much that they could prepare both a mass attack version and a single-attack version of what is effectively the same power.

Special: When you hit an enemy with a weapon basic attack, you may expend this power as a free action to use smite of radiant chains instead.

At 10th level, a radiant avenger gains a 10th-level paladin utility power. Absorbing ward allows the character to shape radiant energy into a protective ward for himself or an ally.

Note: I just realized that I had left out the phrase "with your radiant vengeance class feature" from the Requirement line for similar, lower-level powers, and have gone back to edit the relevant posts.
 

Divine freedom is a less complex 10th-level paladin utility power.

At 11th level, a radiant avenger may take the Instrument of Wrath paragon path.

The first two features of this paragon path are rather basic.
Extra Smite of Radiance

You gain one more use of smite of radiance per encounter.

Wrathful Instrument's Action

When you use an action point to make a weapon basic attack or use a divine attack power, you may score a critical hit on a roll of 18-20. In addition, you may invoke a battle blessing as a free action before making the attack, even if you have already done so this turn.​

Radiant Synergy, the third paragon path feature of the Instrument of Wrath, is similar to the 7th-level Weapon Specialization class feature of the slayer and the knight, which grants them an additional benefit whenever they use their power strike encounter attack power.

However, unlike Weapon Specialization, the benefit is not fixed; instead, it depends on the battle blessing that the Instrument of Wrath has invoked when he uses smite of radiance or pulse of radiance. In this respect, it is similar to the psionic augmentation mechanic introduced in PH3, but without the flexibility (and, some would say, problem) of allowing the character to trade off more frequent augmentations for (theoretically) less powerful augmentations.

This mechanic was, in a way, previewed in the daily attack power blessing of might, which the radiant avenger gains access to at 9th level. All daily battle blessings have this mechanic, and this paragon path feature provides similar benefits for the at-will battle blessings.

This paragon path feature increases the complexity of playing the character since it effectively provides two additional, potential effects for each at-will battle blessing. This complexity is mitigated somewhat since the additional effects are usually related to the base benefit of the battle blessing.

This is probably nit-picky, and I might just be reading it wrong, but... as-written, it doesn't seem like the last sentence there is connected to the rest - so the ability reads as though you have a permanently enlarged critical range. I'm pretty sure that's not your intention, so it may be a good idea to clarify it slightly. Maybe as:

In addition, after using an action point, you may score a critical hit with divine attack powers on a roll of 18-20 until the end of your turn.​

Good point. Maybe I'll just flip the order of the sentences around, like so:

Blessing of Alacrity Synergy

When you use smite of radiance or pulse of radiance while blessing of alacrity is invoked, you gain the following benefits:

Smite of radiance: You may shift half your speed as a free action. If you end your move at least one square away from your starting position, enemies adjacent to you at the end of your move grant combat advantage to you until the end of your next turn.

Pulse of radiance: You and your allies in the burst may shift 1 square as a free action.
 

Blessing of Building Wrath Synergy

When you use smite of radiance or pulse of radiance while blessing of building wrath is invoked, you gain the following benefits:

Smite of radiance: Your power bonus to the damage rolls of weapon basic attacks from blessing of building wrath also applies to the additional damage from smite of radiance. In addition, after the attack is resolved, your power bonus to damage rolls increases as if you had missed with your attack.

Pulse of radiance: Your power bonus to the damage rolls of weapon basic attacks from blessing of building wrath also applies to the damage roll of pulse of radiance. In addition, your allies in the burst gain the same power bonus to damage rolls until the end of your next turn.
