The Radiant Avenger: A Striker Paladin

Although the radiant avenger is "officially" complete, I'll be adding a few additional options as and when I think of them.

First, a series of daily attack spells for players who would rather have more or less constant benefits instead of the once per day effects provided by typical daily attack spells.

A radiant avenger gains access to boon of wrathful vengeance at 1st level.
Boon of Wrathful Vengeance
Paladin Attack
Daily * Divine
Minor Action
Personal

Effect: Until the end of your next extended rest, whenever you deal radiant damage to an enemy with your radiant vengeance class feature, you deal an additional point of radiant damage (for a total of 1 + your Charisma modifier radiant damage).
Level 15: You deal an additional 2 points of radiant damage.
Level 29: You deal an additional 3 points of radiant damage.

A radiant avenger gains access to another daily attack power that provides a constant benefit at 5th level.
Boon of Martial Might
Paladin Attack
Daily * Divine
Minor Action
Personal

Effect: Until the end of your next extended rest, you gain a +1 bonus to damage rolls with weapon basic attacks.
Level 19: You gain a +2 bonus to damage rolls with weapon basic attacks.

At 9th level, the radiant avenger gains access to a third daily attack power that provides constant benefits. Boon of relentless vengeance effectively allows the character another chance to deal radiant vengeance damage to an enemy that he targeted with a divine or weapon attack power, but did not hit. This includes attack powers that have have effects on their targets, since effects are technically not hits, as well as the more usual case of targets that the character missed with his attack roll. However, enemies who are not targeted by a power are not subject to this effect, even if they take damage from a power, e.g. enemies adjacent to a creature hit by the radiant avenger with a weapon basic attack when he has blessing of the radiant burst invoked. As indicated in the text of the power, a minion who fails the saving throw takes radiant damage, even if the radiant avenger missed it with his original attack.
Boon of Relentless Vengeance
Paladin Attack
Daily * Divine
Minor Action
Personal

Effect: Until the end of your next extended rest, when you target an enemy that is subject to your radiant vengeance with an attack power that has the divine or weapon keyword but do not hit, it must succeed on a saving throw or take radiant damage as if you had hit it with the attack. Minions are also subject to this effect.

At 20th level, a radiant avenger who has taken the instrument of wrath paragon path gains access to a fourth daily attack power with (somewhat) constant effects.
Boon of Empowered Radiance
Paladin Attack
Daily * Divine
Minor Action
Personal

Effect: Until the end of your next extended rest, when you use smite of radiance or pulse of radiance, the damage you deal increases by one die, i.e. you roll a d10 whenever you would roll a d8 for smite of radiance, and you roll a d8 whenever you would roll a d6 for pulse of radiance.

One of the human racial benefits is to gain an additional 1st-level at-will attack power, but a radiant avenger's battle blessings are technically not 1st-level at-will attack powers. Nonetheless, the DM could allow a human radiant avenger to select an additional at-will battle blessing. Alternatively, if he uses Essentials material, he could replace that benefit with heroic effort, or if he uses Divine Power, the player may select virtuous strike - since it can be used as a melee basic attack, it synergizes well with his battle blessings and even allows him to focus on just Charisma.

A human radiant avenger may also select the following 1st-level paladin attack power, which can also be used as a melee basic attack, and has a somewhat more offensive slant.
Strike of Spiritual Might
Paladin Attack 1
At-Will * Divine, Weapon
Standard Action
Melee weapon
Target: One creature
Attack: Charisma vs. AC

Hit: 1[W] + Charisma modifier damage. You gain an item bonus to your damage roll equal to the enhancement bonus of your holy symbol.
Level 21: 2[W] + Charisma modifier damage.
Special: This power may be used as a melee basic attack.

Surging Radiance Expertise is an expertise feat designed for radiant avengers. Since a radiant avenger could use both weapon and implement attacks, the feat bonus applies to all attack rolls against enemies subject to his radiant vengeance.

The additional benefit occurs when the character deals maximum damage with a weapon basic attack - this applies to critical hits as well as normal hits for which the character happens to roll maximum damage (sometimes referred to as a "ghetto crit"). Ideally, this would make rolling maximum damage more enjoyable for the player, as well as helping to make the various weapons more equal - weapons with a lower weapon die deal less damage on average, but deal maximum damage (and hence, additional damage) more often.
Surging Radiance Expertise

Prerequisite: Radiant vengeance class feature

Benefit: You gain a +1 feat bonus to attack rolls against enemies subject to your radiant vengeance. This bonus increases to +2 at 11th level and +3 at 21st level.

In addition, whenever make a weapon basic attack against an enemy subject to your radiant vengeance and score a critical hit or otherwise deal maximum damage, you deal additional radiant damage equal to your Charisma modifier. If you deal more than 1[W] damage with your weapon basic attack (e.g. you would normally deal 2[W] damage with a weapon basic attack at 21st level) you deal this additional damage for each [W] that deals maximum damage.
