They can use them all, not on the same day.It'd make more sense if Fighters could just flatout use all Weapon Masteries from the get go instead of getting them piecemeal over however many levels.

Next step is to give Fighters Weapon Arts like in Elden Ring from 11th level onward.
Weapon Arts are way more powerful and way cooler than maneuvers.That's basically maneuvers.
The number of people whinging about why barbarians not getting a crit range increase ala champion lends a hint of truth to that.I had to stop watching when Crawford said the interplay between Reckless Attack and Brutal Critical was too subtle for players to get.
