Sheepdogs are dogs trained to herd sheep.

Sheepdog Level 1 Skirmisher

Bite (standard; at-will)
+6 vs AC; 1d6 + 3 damage
before the attack, the sheepdog can shift 1 square.

Herd Sheep (standard; at-will) * Fear
Close blast 3; +2 vs Will; targets beasts; the sheepdog slides the target 3 squares; before the attack, the sheepdog shifts 1 square.

Sheepdog Tactics
The sheepdog prefers to stay on the fringes of the battle, targeting enemies with herd sheeep. It only uses its bite attack when cornered or bloodied.

Sheepdog Lore
Nature DC10: Sheepdogs are trained by their owners, who are ususally farmers, to herd sheep and other beasts. They are not violent, but are often fiercely protective of their flocks and will fight to protect them.

I suggest adding Canine and Lupine to the language list.

I have cats who speak Feline and Passerine and Squirrel (whatever that one is)
with a dabble of Canine (just the insult words)
 

Passerine is Avian... seeing a cat chirp at bird outside its reach on the otherside of a window has got to be on my list of weirdnesses.

Player character animal species anyone... no not shifters.
Canines/Lupines are one of those species I think could be classed as hybrid ranger/fighters with intimidate skills up the wazoo.
Harrassing and Flanking enemies oh my.

A sheep dog just learned how to apply that intimidate in a way that humans want ;-), and considering how badly we speak dog, that makes the dog very smart indeed.

I too am curious as to why you needed this creature stat'ed.

I think you might want to change Herd Sheep to Herd and remove the targets beasts wording so that it can actually achieve something in combat (as you state in your Sheepdog Tactics section). In order to represent the sheepdogs skill in herding sheep you could give it a +2 bonus to this attack vs. beasts.
