After reading the top panel, I thought the joke was going to be about super-powered 1st level characters and new gamers who aren't expecting immersive gameplay, only the as-advertised Dragons living inside Dungeons. Oh well, I suppose that cleric's player expected he'd only have a 33.33% chance of survival. Repeating, of course.

And I prefer the more egalitarian, "Rocks fall, everyone dies."

Depends. If you use the Scalegloom DDXP or went to the D&D gameday, yes.

Keep on the Shadowfell doesn't have a Dragon.

I suppose it's as likely as in 3E. (You could do it in 3E - following the CR and EL guidelines, and you can do it in 4E, following the challenge guidelines. But it's _very_ dangerous and has good chance to end in a TPK. If you're lucky, it's just a TPRaHL (Total Party Retreat after Heavy Losses), and if you're very lucky, it's a win.)
