I have tried this a few times, but was very successful on my last attempt.

I won't be trying that again anytime soon. As a mid to high level adventurer, having a bunch of innocents bunched together somewhere is a huge liability. I pretty much had to retire the character so he could run/defend his city full time.
 

I've done it multiple times. One PC took over a town with a rich mining industry (and nearby Underdark Drow activity, hence why the King wanted a PC kind of guy there), another got crowned King of an entire nation. I could see several PC's in my current campaign becoming very politically powerful in a number of fields (magical academics, the military, power behind the throne, etc).
 


My previous group ran a long campaign (6+ years) where my character was a Viscount, the son of a prominent Duke. Our games were basically dungeon crawls punctuated with city adventures and political intrigues. Minor nobility, but lots of pull. To this day, that's the kind of game I prefer.

having a bunch of innocents bunched together somewhere is a fantastic hook which allows for all kinds of possibilities when danger threatens the poor innocents and a hero must step forward to defend them...

its all about play style
