But this is about supporting a setting with new material being printed and, as is, I'm not sure I'd do that with the Scarred Lands now, at least if I'm restricted to choosing only one setting.

Which I suppose is rather supported by your statement...that new books really aren't needed, anyway. But, then again, few settings really need more then, say, three-four books to be playable. The good ones can do it with just one, excluding the core rulebooks. Eberron and Midnight are both fairly self-contained within their main book.
