Third party settings and Supplemental spells

I have been to the Dragonlance Forums recently and saw a thread on spells from supplements that are not Dragonlance, such as The complete series and such. A Dragonlance developer named Cam Banks stated that since Dragonlance was a third party product, Spells from books made by WOTC other than the PHB have to be researched under the "Origional spell" section of the DMG. This makes the cost of learning scholars touch a 1st level spell, 1000gp and a week to try to learn the spell. They simply cannot be learned with level progression. Is that thru of all 3rd party settings, or is it just Cam's personal take on things. I know they cannot use them in their published stuff. But why not players?

Technically they can't even use the PHB but instead must use the SRD version of spells.

So nothing with a "name" associated with it - the spells are "Acid Arrow" and "Hideous Laughter", etc.

But it is entirely up to the DM as to whether or not additional supplemental spells are readily available or not, same as feats and prestige classes.

It doesn't matter what the "setting" text says in this regard.

But if the setting books themselves so state then that is the default for the "setting".

Historically there were WotC (or more specifically TSR) owned settings that had specific limitations on the use of "standard" D&D spells.

Birthright was one, so was Dark Sun.

So it is not unheard of at all.
