THP close burst question

As an aside, though, I have to say that this weapon seems pretty ... underpowered for a level 5 weapon.

It's not so bad when you realize that the THP are granted by a Property, not a Power. Every attack you make has the potential of granting THP. Though attacks that target multiple enemies will not grant you extra THP, they do have a higher chance of granting some because it is more likely that at least one of the attacks will hit.

Where you are currently wrong, by RAW, is the timing of Curtain of Steel. Reactions now resolve immediately after their trigger, even if that trigger is contained inside another action (RC 197). The trigger is "hit or miss" which is step 4. Curtain of Steel goes off between steps 4 and 5 of the attack process. If CoS kills the Bloodhound, no damage is done to the Barbarian, but damage would be done to the Fighter and Ranger if those attack rolls had been made first, because Reactions do not have the special ability to invalidate entire actions (except for move actions, under the right circumstances, but that is explicitly spelled out).

Are you sure about all of this? Especially immediate reactions, even if they butt in between attack and damage, I didn't think there is anything to stop the damage from being resolved. Maybe I'm wrong, maybe I'm confused, but if only immediate interrupts can stop actions, immediate reactions weren't meant to stop an action from resolving.

It is clear in the RC. Interrupts can cancel the action which contains their trigger. Reactions can react to their trigger, which can sometimes negate the action. Dead creatures don't do damage.

If you find this confusing you're not alone... it makes very little sense in terms of how the game used to work in tons of applications. For instance Paladin's mark now reacts to "targeting" and since it is a triggered non-action... Paladin's Mark now kills minions if they violate the Mark, and they don't even get to attack.

I expect errata/clarification. Something like "Only interrupts can negate actions, reactions must resolve in a way that doesn't invalidate an action, unless the reaction is in response to movement."

Have there been any updates at all to the RC? Have any of the rules in the RC even been transferred to the online Compendium?

In the interim, I guess I'll just stick with the old rules text which was clear to me. For LFR I'll just let the DM rule however they want, since I do have a Barbarian with Curtain of Steel.

"Dying" "Dead" and "Undead" are all different things. Revenants who fight below zero are Undead who are Dying, but they are not (atm) Dead. Apply similar, but different, distinctions to the rest of that list.

No, no rules updates to the RC yet, and only parts of it have made to the Compendium. There has been a lot of lag time with the VTT beta and other various issues.
