Ok, better rephrased:

The nimblewright, when taking PC classes, is now considered to be a 30th level Nimblewright. From 'levels' (HD) 21 to 30, would it be appropriate to add in the progression for epic attacks and saves, or is it supposed to be only for PC levels (2nd Fighter/10 Tempest)?

The above is how I'm going to do it, since I figure Savage Species would be somewhat similar in counting monster levels as 'real' levels, instead of HD and BAB, if that makes any sense.

I wonder if a rogue version, with sneak attack, would be any better.

Not really. While the 7d6 sneak attack damage is nice ... it doesn't compensate on losing out so many offhanded attacks with a weapon that can critical.
