Lords of Light, this is a good thread!
If I were going to do a Thundarr themed campaign, I'd choose one of the following game systems to do it with:
1) HERO
2) Mutants & Masterminds
3) 3.5 D&D, especially with Psionics
4) D20 Modern and/or Spycraft with Urban Arcana & Dark*Matter & some assorted supplements like Green Ronin's Modern Magic & the Psychic Handbook, SWS's Second World Sourcebook, Perpetrated Press' Arsenal & Factory, and Ultramodern Firearms.
5) Star Wars D20 and/or Dragonstar and/or Gamma World and/or Dragonmech
6) RIFTS (I know, the mechanics are urgh...but everything else about it fits!)
7) The current version of Paranoia (with its non-comedic ruleset)
8) Underground (the old Mayfair games dystopic cyberpunk-supers game)
