On paper, yes. But in Practice you don't want to mess with monsters whose every attack will one shot your character.
Well of course, which is why epic prep time is required. I mean at minimum I would expect an invulnerability spell or a wish to make you immune to the core damage for a time, probably several elemental invulnerabilities through similar shenanigans....heck, I would expect a 2nd team to wheel in clones for all of the players so that as soon as they die their clone comes online and starts going to work. Again these are like the minimum kind of prep for such an epic fight.

Again if your anywhere near 20th level and expect to just walk into Tiamats lair and throw hands....getting killed is the least of your concern (I would far more worry about my soul getting ripped to pieces or something). you would have to have extensive prep, probably a legion of allies going with you, likely the assistance of several other immortals or deities, etc.

The assumption is that if you don't have that, then you are epic beyond epic. 40th something level dnd (which is from dave's immortals book so I have no idea what power levels players would have in that sphere).

I do want to say that primordial Tiamat, and immortals at that level, in my view and I am pretty sure UK's system, will not be approachable by mortal PCs no matter what planning they do or items they have. My primordial Tiamat is an end game boss monster for greater deity PCs, not mortal PCs. Mortal PCs can challenger her avatar with the type of planning and artifacts like you speak of though.

FYI, my primordial Tiamat will have something equivalent to 2,000,000,000 HP* per part IIRC. I haven't actually finished it yet.

*My HP calculation will likely be different from UK's, I haven't seen his system yet so I haven't determined if I am using it whole cloth or in part yet.
