Anywho, you asked what relates to the Tiefling. As someone said, Infernal Wrath is the Encounter power that lets you add +1 to hit/Cha to damage on the next attack. Fiery Rebuke is a Tiefling paragon feat that lets you add 5 + 1/2 level Fire damage when using Infernal Wrath. The major source of damage comes from the power-feat combo, which is currently +1 to hit/+14 to damage. That only gets better as you level up.
