Tiefling Wizard

I've considered enchantment, and I'll probably go with that. However, if I get rid of evocation, I'll need to find some non-evocation blasting spells to get rid of things who out maneuver the meat shields (mentioned earlier). I appreciate all the tips, I've noticed that magic seems to be your area of expertise.

Lesser Orb of X, from the SpC. At low levels, though, you often can't put out enough damage.

If you Burning Hands a group of orcs, they will likely survive and kill you because HP damage is binary; either it kills them or it doesn't.

Whereas, if you Grease them so they can't move; if you Color Spray them, they will be disabled, etc, etc.

It's probably fine, yes.

Feats... well, that depends on what you want to do. I like Sculpt Spell for low levels.

That looks excellent, especially for just one level. The web is filled with information on it's combo with grease too. That, knowledge devotion, greater/spell focus (abj) for the initiate are a given. Skill Focus(know) for loremaster, and two more metamagic/ item creation for it's other feat prerequisites. I can make the skill focus religion for divine oracle. I need another skill focus (spellcraft) for the archmage, and another spell focus, probably conjuration, since I'm specializing in it. Whatever I'm left with, but I'd like to be as versatile as possible.

Assuming you have an 18 Int (20 after racials, 22 after level 8 bumps, 24 after +2 Int Headband). This gives you a +7 modifier which qualifies you for the bonus feat at level 8.

1st Quicken Spell
1st B Scribe Scroll
3rd Metamagic School Focus (CMage)
5th Sculpt Spell (CArc)
6th Spell Focus (Abjuration)
8th Greater Spell Focus (Abjuration)
9th Skill Focus: Spellcraft
12th Arcane Mastery (CArc)
15th Minor Shapeshift (CMage)
18th Spell Focus (Conjouration)

You just have to visit the Frog God's Fane before level 5 (or spend the 3000g if you create the character above level 5 or so). That gives you the Skill Focus(Knowledge: Religion) feat you need for both Divine Oracle and Loremaster. Quicken Spell is a bit early, but its the best no-prereq metamagic feat. Sculpt Spell requires one other, which you won't have.

Minor Shapeshift is AMAZING for high level survivability. Just keep a 4th level or higher Polymorph subschool spell prepped and on any turn you don't cast a quickened spell, retrigger the temp HPs.

You have to spend a lot of feats on prereqs, which hurts, but IotSV is strong enough to warrent it. For your 2nd Loremaster secret, I'd get the +2 Fort saves, and for your 2 Archmage High Arcanas, I'd grab SLA: Time Stop and probably either SLA: Shapechange, or Master of Shaping if you can retrain Sculpt Spell.

That sounds like a reasonable feat list, but remember that I don't have 20 levels of spell casting, because of the level adjustment, which my dm won't allow alternate rules for, and I'm not familiar with this bonus feat rule.

Some special locations can bestow feats.

If your DM won't allow level adjustment, I'd advise you to either choose a LA +0 tiefling variant such as the lesser tiefling, or milk your Outsider heritage for all it's worth via polymorphs.
