Agreed.
With the fighter, the conditions are met.
Without the fighter, the rogue does not have advantage and it is not a sneak attack.

It seems wrong to me that the blur effect would not still trump the sneak attack. (Not from rules perspective, purely my feel for it here)

I think you're attributing a little too much power to Blur here, to be honest. It's basically just a minor distortion effect that makes it a little harder to land a hit. If it were any more than that, then it wouldn't only impose Disadvantage.

Yeah, it probably makes it a little harder for an attacker to hit the more vital areas, but not to the extent that it would entirely negate such attacks.

Fair enough. I do admit I'm carrying prior edition baggage with me here and I'm open to ignoring all that all long as the new game stands on its own.

Though it is worth noting that if the rogue just stands there and attacks again next round, he will not get SA because the Blur is strong enough to negate it.
It is only the first round when the "unseen" part cancels out the disadvantage that allows the SA to still work.
So it end up being a matter of apples and oranges, and yet the apples cancels the orange. :)

Again, your logic still works. With surprise the rogue simply has two guns, one for each of him. :)

Only if the fighter uses the help action to negate the blur, right?

Otherwise the "within 5 feet" is negated by disadvantage.
 

I agree with the rogue getting a Sneak Attack, though I'm assuming from the initial description of the wizard being unaware that the rogue made a successful Hide check and the wizard failed a passive Perception check.
