I allow characters to go in the hole XP wise. Doesn't happen often, but it allows the PCs to take a break and make magical items at anytime. Sure, it's possible this could be abused by I trust my players and they have yet to abuse the system like that.

He or she gains enough experience to be just under 19th level.
I believe that's just under 18,000 experience points.
Then, he or she blows 15,000 experience points to gain 3 feats, using 3 wishes at 5,000 experience points a Wish.
He or she still has just under 3,000 experience points more than what is needed to be 18th level, so no rules are broken.
The rules don't get broken ... but the game DOES.

Technically, on the point of wishing for feats, it's the DMs call. So whether it's "legal" or not is up to the individual DM.
Honestly, I would allow it on occasion, but I would encourage my players not to make a habit of it.

Wish is the mightiest spell a wizard or sorcerer can cast. By simply speaking aloud, the character can alter reality to better suit the character. Even wish, however, has its limits.

The character may wish for greater effects than these, but doing so is dangerous. Such a wish gives the opportunity to fulfill the character's request without fulfilling it completely. (The wish may pervert the character's intent into a literal but undesirable fulfillment or only a partial fulfillment.)
