Too many silos?

That'd be neat. Skill Powers would be utility, I assume. And where would rituals fit? (In a way, that's a kind of silo'ing.)

It's actually the primary kind of siloing.

Combat powers went into class abilities (Daily, At-Will, Encounter and Utility) and non-combat powers went into Rituals. Now, Utilities bridged between combat and non-combat, but they were far more aimed towards combat use than otherwise.
