Total Powers Known?

That "17" is actually 11 utility and Daily spells and constant at-wills and no knowing how many encounter powers you can fit into an adventuring day. Not to mention the rituals you can do. I'd say all told it's a lot more than just "17 spells".

Clerics have their "Channel Divinity" and can expand that with feats - we've seen one of these feats on the KotS pregen - Armour of Bahamut. They have Healing Word. So we have 19.

Wizards have daily selection, and have AFAIK 3 or 4 cantrips, for 20 - 21 powers.

And now take a look at 3E. How many spells have you actually used? Usually only the two top levels, giving us 8 - 10 spells. Which fits the 4 encounters per day, each with 2-4 rounds - about two spells per encounter.

Sure, wizards and clerics had a heap of lower level spells - but how often have you actually used these spells in combat? Essentially, the large choice was false choice. This is true for the actual spell selection in 3E too - each spell level had 3-4 top spells and you usually took them (like fly, dispel magic, mirror images, magic missile - all very hard to pass up!).

And for out-of-combat spells? Well, rituals seem to cover that!

Can anybody with the books confirm that "power swapping" is possible every level?
How come then that the WotC example table shows so many "low level" powers?

You can swap a power for another power of the same type and level or lower when you go up a level. Thus, you're always going to have a level 1 encounter power, but which level 1 encounter power that is can change as you level. You can't turn a level 2 utility power into a level 1 encounter power, however.

You can do the same to swap a trained skill for another trained skill, or a feat for another feat. You can only make one such change- skill, power, or feat- when you level up.

At 30th level, a wizard would know at least 32 spells and 13 rituals.
4 cantrips, 2 at-will, 8 daily and 14 utility, although a wizard could only prepare 1/2 their daily and utility spells.
The expanded spellbook feat would make it 36 with 12 daily.
Any racial powers are additional.

Encounter and daily Spells can be replaced as well at higher levels. Your lowest level encounter spell would be 13th level, all 8 daily spells would be 9th level or higher, and 4 of the daily spells would be 20th level or higher.

You can also upgrade powers by replacing them with new higher level powers at specific levels. 13, 17, 23 and 27 for encounter powers, and 15 19, 25 and 29 for daily powers.
