Clerics have their "Channel Divinity" and can expand that with feats - we've seen one of these feats on the KotS pregen - Armour of Bahamut. They have Healing Word. You can swap a power for another power of the same type and level or lower when you go up a level. Thus, you're always going to have a level 1 encounter power, but which level 1 encounter power that is can change as you level. You can do the same to swap a trained skill for another trained skill, or a feat for another feat. You can only make one such change- skill, power, or feat- when you level up.
