Touch attacks with weapons

Can a weapon be used to deliver touch attacks? I can't find anything restricting it. A gauntlet wearing cleric wouldn't need to remove them to deliver an attack. But can vampiric touch or harm be delivered with an extended reach weapon or a whip?

From the Official D&D FAQ (p. 23 of v.06132002):

If a spellcaster is wearing gauntlets, could the character
cast a spell with a touch range and perform an unarmed
strike in addition to the spell’s effects? Could a spellcaster
wearing spiked gauntlets do an armed strike in addition to
the spell’s effects?

No, you cannot deliver a touch spell through a weapon
attack. You can, however, still make a melee touch attack to
deliver a spell with touch range while wearing gauntlets.
 

I would give wizards the ability to cast touch attacks through staffs (quarterstaffs or magical). Just to reinforce the stereotype a little.

If that seems too powerful, you could always make it a feat, or even a weapon enchantment
 

We have allowed some touch attacks to work though weapons (such a shocking grasp or handfire for MoF) for some time now. No balance issues have really arose from it.

It's not a stereotype question at all, the reason casting touch attack spells through gaunlets is allowed is the fact that all medium and heavy armors (except breastplate) includes gaunlets, so if you were wearing such, technically you'd have to take off your armor before casting touch attack spells, and that'd be plain silly.
