Would you be able to place Harm upon an arrow since it is a touch spell. If you could then that would make things really nasty. If not then why?

I think you missed the point, the arrow has to be the target of the spell.

Is there any type of enhancement that would allow you to do such a thing as place Harm upon an arrow. I mean an enhancement that would act like the Reach Spell feat from DoF. If there is not one already I think I might make one.

Spell Storing only stores up to 3rd level spells, and imbue arrow (arcane archer) only stores area spells.
