Shield Specialization requires you to select a single type of shield from a list: buckler, light, or heavy. Tower shields aren't included on the list.

I'm assuming by targetted spells, we're talking about things like Charm Person and Magic Missile, as distinct from spells which require an attack roll, like Scorching Ray or Ray of Enfeeblement?

Yes, but Bryntryst also pointed out that there are some spells that are both targetted and require and attack roll. Chill Touch, for example, targets a creature but requires a melee touch attack to deliver it.
