The Train downtime activity (Pg 432) says that a character can use it "to learn a new weapon, language, skill, or tool proficiency", but then does not seem to give mechanics for learning skill proficiencies like it does for the rest. Am I misunderstanding something?

It looks like you are right. I wonder if it was meant to be part of the language and tool section or have it's own.

Aye can confirm, you cannot retrain skills* (or specialties).

(* There are sidesteps if you're retraining a feat, class feature option, or archetype.)

I suspect Language/Skill/Tool is meant to be the entry. It takes a long while to get good at something, after all, and you generally need a teacher.
