Well I am not sure. From the SRD:

Terrain Mastery

At each level, the Horizon Walker adds a new terrain environment to their repertoire from those given below. Terrain mastery gives a horizon walker a bonus on checks involving a skill useful in that terrain, or some other appropriate benefit. A horizon walker also knows how to fight dangerous creatures typically found in that terrain, gaining a +1 insight bonus on attack rolls and damage rolls against creatures with that terrain mentioned in the Environment entry of their descriptions. The horizon walker only gains the bonus if the creature description specifically lists the terrain type.

Horizon walkers take their terrain mastery with them wherever they go. They retain their terrain mastery bonuses on skill checks, attack rolls, and damage rolls whether they’re actually in the relevant terrain or not.


It is this line Horizon walkers take their terrain mastery with them wherever they go. that makes me think they would get all their abilities wherever they go.

Yeah, those two sentances seem to make and break the horizon walker.

OK. If they stopped there, I'd be on-board.

They retain their terrain mastery bonuses on skill checks, attack rolls, and damage rolls whether they’re actually in the relevant terrain or not.

Specifically quotes what terrain mastery benefits that carry across environments (the lesser ones).


I think you can tell that I don't think he gets everything, all the time, everywhere he goes. ;)

Also, (IMO), it doesn't make sense that the horizon walker could "instinctively anticipate shifts in the reality of the plane that bring you closer to your destination" on, say, mechanus or the prime, which do not shift.
 

The terrain thing is one apsect that could work but not the main reason and ganing other features just for travelling is another. This concept came to me after watching "The Hitchhiker's Guide To The Galaxy" but with a D&D twist to it. Planar traveling would good but there wll be none for the campagin that this character was design for. This will be for Adventure Path 2 "Age or Worms" from Dungeon.

OTOH, all of the other benefits of planar terrain become pretty awful if you don't get them off-plane. In fact, your interpretation makes the class not worth taking past level 5.

Also there's the fact that some of the abilities DO specify that they only work on the appropriate plane...

I don't know if they've marked it up for 3.5e but Gatecrasher comes to mind when you are talking about travelling the planes. Planeshifter is good, but only if you are a caster.

Yeah, that's my point. I don't think you get everything, all the time, everywhere with a Horizon Walker.

Weightless (Planar)
You gain a +30-foot bonus to your fly speed on planes with no gravity or subjective gravity. (terrain specific)
You gain a +1 insight on attack and damage rolls against creatures native to the Astral Plane, the Elemental Plane of Air, and the Ethereal Plane. (always on)

Shifting (Planar)
You instinctively anticipate shifts in the reality of the plane that bring you closer to your destination, giving you the spell-like ability to use dimension door (as the spell cast at your character level) once every 1d4 rounds. (terrain specific)
You gain a +1 insight bonus on attack and damage rolls against outsiders and elementals native to a shifting plane. (always on)


Now...aside from the two terrain specific benefits I've listed above, I think everything else in the horizon walker is 'always on'. So, not bad at all.
