It's alive and well, at least it was last time I checked their site - http://www.travellerrpg.com/

In fact they have various pre-orders and pdf items on the main page, including an update from 09-Apr-2007.

Lots of smaller companies don't make it to gencon these days.

Releases from QLI have slowed to a trickle.... nay, pretty much stopped. Comstar carried forward and put out some releases though.
