I thought it recommended fantastical settlements, rather than metropolises. Obviously City of Brass and Sigil aren’t the only examples of fantastical cities, but I don’t think Greyhawk or Waterdeep would quali

Population isn’t the relevant factor. Big as it may be, it’s still just a mundane settlement.
Is it? Waterdeep is the largest spelljammer port in FR, and one of the largest trading hubs in FR too. I am operating from the video, which only says you can get those kinds of items at places like Sigil and the City of Brass

I don’t know, I guess I’m not the most knowledgeable about Forgotten Realms, so maybe I’ve got the wrong impression of Waterdeep’s fantastical-ness. Personally, I wouldn’t have any place you can just walk to count. If you want to find Very Rare and Legendary items for sale at my table, you gotta venture beyond the material plane.

what is magical about your +1 weapon?
err, it's sharper? It handles better? somewhat...
We have it that magic items are usually about 25% lighter in weight than their mundane counterparts, if that helps.
when your axe is set on fire and it's handle does not burn, that is magical.
Even more so if the metal axehead does burn... :)
