That would be my take of it.
It says, and I quote: "Much rarer than half-celestials or fiends, half-elementals are the result of unions between elementals and mortal creatures or are created by some magical infusion of elemental power into a mortal at birth (usually trough strange and often distasteful rites). Such creatures are normally left among their mortal kin, never again thought of by their otherworldly sires."
So, yes crazed wizards are an option, but it does suggest some kind of union similar to that which outsiders engage in. To each their own fetish I guess.
The first idea that comes to mind is some elemental merging with an either a pregnant or ovulating female mortal with elemental energy sticking with the unborn offspring.

such a distaseful union may have occured as part of some deal with the elelmental and the mother, such as protection of the child or a service done by the elemental-nt the best of situations, but ward may make stranger bedfellows (I know-very bad taste.)

Wow. Just wow.
I just have the ability to imagine a lot, doesn't mean I do imagine such things on a regular basis though.
The fact you consider it dirty means you too are able to imagine it, otherwise it would be impossible to judge.
But yes, mating with an Earth Elemental is dirty, literally.
