I know that TWF does not reduce penalties when firing crossbows, but would you allow getting the extra attack from ITWF (assuming of course that the character had some way of reloading the crossbow fast enough)?

If you firing a semi-automatic pistol in either hand, I would think so. However, it sounds like you are in d20 modern any way, and should just buy that book.

No, I just remembered where one of my players got it: Magic of Faerûn has a Quick-loading ability to crossbows, it allows the weapon to store 100 bols to an extradimensional space and then load more quickly, hand and lights as a free action (and it even mentions getting your full attack rate). Only a +2 ability

Ok, so it's a magic semi auto pistol. Good call though.
