I don't see why not. And if he had weapon focus with them it would be +3.

An idea I've been toying with for Twin Strike is to have it do -1 or -2 damage per strike. The fact that it lets you make two rolls alone is as good or better than +2 to hit, and the fact that you can deal damage with either or both rolls makes it much better damage-wise. So then, if you bring the damage down, they can still hit with it a lot (keeping dual wielding feeling effective), but it doesn't outstrip other at-wills as much in the damage department.

What does anyone think of that?

Consider that the fighter at will attack grants him a +2 to hit. To grant the Ranger +2 advantage over the fighter is too much, or maybe it is fine since the Ranger is a striker.
Careful Attack should be +4, and so should the fighter's Sure Strike. Both are very weak at-wills for their classes.

I feel that Twin Strike needs an adjustment. (so I agree to some extent :) )

OR Careful Attack and the Fighter at will need a bump in attack bonus.

Any melee attack doing only weapon damage is weak. So I wouldn't mind a +3 or +4 on the attack bonus for Careful Attack.
