I have an old Ral Partha Drizzt. Of course, that predates WotC's involvement.
There were at least three Ral Partha versions of Drizzt -- one in the Forgotten Realms Heroes boxed set, one in the Menzoberranzan boxed set and a stand-alone blister pack with just Drizzt in it. But yes, we can hardly blame WotC for those... ;)

Wow, that thing is tiny for its base.

My guess is that they decided not to make the Attack Wing figures at the same scale as any of their other minis. I'm guessing their primary goal was to make a bunch of dragons with their wings open so it looked like they were flying(given Attack Wing implies the entire game takes place in the air). However, they also wanted minis to be able to touch base to base without the wings getting in the way. The only real way to do that is to make a very large base compared to the mini.

Most of the actual D&D mini dragons have wings that often prevent them from fitting on a battlemap. I know, I've tried.
