Upgrading a Magic item to Epic

So, would you follow the normal item upgrade rules for making an item epic? What if it's an intelligent item? Would you just reroll it's abilities and keep any powers it currently has, then add other powers paying the cost difference?

I haven't been able to find anywhere where it says specifically, but this seems to be a logical extension of the item creation rules...
