Uploading New PDFs ?

I'm trying to upload a 2.8 MB pdf file to no avail. It claims the file size is to to large, despite the max file upload size for pdfs being listed as 4 GB.

I figured the max file size for PDFs is smaller than that and the "4 GB" is just some kind of reset point after the hack. So I tried to upload a 400 KB pdf file and succeeded.

Then I tried zipping my large pdf file down to 614 KB, and that didn't work. I received this error message:

413 [IOErrorEvent type="ioError" bubbles-false cancelable-false eventPhase=2 text="Error #2038"]

So, what's going on? Has the ability to upload new files not been fully restored? Am I doing something wrong?
