I'm at work right now and don't have access to my books. Does anyone know if the Urban Ranger (MTW) was a prestige class or some kind of kit?

No, just an alternate version of the ranger. So, core class is your answer.

It is a rariant of the core class. So, you could take 20 levels of the Urban Ranger instead of the PHB version.
