D&D 4E Use a power to gain a power (Scan the Field / Strategic Strike )

I have been considering a system where powers were somewhat chained together. Where a preparation action allowed a more potent follow up. This somehow lapped my brain into the idea of a Warlord power that did something similar.

For Example Warlord At-will Standard action Power called "Scanning the Field" and which requires you move your speed while doing it allow you to recover a spent Encounter Power or use your Martial Versatility spare encounter power be reasonably balanced or what weird effects might occur (level limits required?)

I could certainly see something like full disciplines in PH3, or, coincidentally(?), the set-up of the 13A monk which had opening and finishing moves.

You could have an at-will, which 'sets up' an Encounter which sets up a daily. You don't always have to use the Encounter after the at-will, but you do need to use the at-will before the Encounter. That kinda thing. It'd be a use-limitation on the power that needs to follow another, so should allow it to be a bit spiffier.

Actually, that could be like a stance or like Focus. The use of the greater power then expends the focus or ends the stance.

Flavor wise it seems to work fairly well - "I move to higher ground getting a better view, I am certain the situation is right, we have them"

Not so familiar with 13A - I was weirded out that the two designers had no agreement on a particular issue which had dramatic balance consequences.

some of that sounds like its complicating the idea ;)
 

And this is an encounter power you might flank with that at-will.

Strategically Placed Strike
"Charge? Why no charges are wild, visceral this is the ultimate in planning"
Encounter Power
Standard Action : Move as though making a charge and deliver any attack you can use with a charge.
Effect: you can enable a daily power from your repertoire to use this fight.

I am now using the word repertoire much like a wizard uses spell book.

The flavor of those I think are quite Warlordy and supportive of a Warlord with a Repertoire as versatile as a certain spell caster. Flank the people who think they shouldn't be ;)

A human with three at-wills picking Scan the Field makes good sense.
of course which encounter power are you sacrificing to have the Strategically Placed Strike.
