Can a Paladin or Ranger use wands, scrolls etc... from their casters list even thought they can't cast the spells yet?

If you know what spell is in the wand, yes.

Including a first level character that can't even cast spells yet?

Yes. As long as the spell within the wand is on your class spell list, you can use the wand. Look up Spelltrigger on page 175 of the DMG. The rules even state that a 3rd level Paladin can use a wand with a spell that is on his class spell list, and a 3rd level Paladin can't even cast spells yet.
