Didn't you ask this exact same question on the WOTC boards and get the same answers here as you got there?

Within 3 is anything within 3 squares of the character. It extends into all dimensions around the character except those the character doesn't have LoE to.

And as has been said before it is basically a Burst 3 around the character.

Yes, I asked the same question of the WOTC boards. I just wanted to be sure and get more feedback; I was right to ask for more opinions, because the 7 x 7 x 4 volume observation came from these boards (that is what I meant because I was just including the volume above the paladin's head).
