Okay it can curse someone in five feet if that person is incapacitated. nothing in the cake party battle gives that condition and the other does not give that condition. I am going to ignore that. Any body has anymore input

The Vargouille in Mordenkainen Presents: Monsters of the Multiverse has a stunning shriek which leaves the victim incapacitated and ready for cursin'. Seems that they didn't consider that, by replacing the shriek with the reflection ability, there's no way for the Vargouille to curse its victims.

The Twisted Tea Party encounter in Turn of Fortune's Wheel doesn't actually require a vargouille reflection to curse anyone. You get cursed by eating the cake; there aren't any vargouilles present unless someone turns into one. So while it is probably an oversight (they must just have to curse their prey when they fall unconscious...), it doesn't affect the encounter as written.
