The Knight NPC is another one that's encumbered by the variant.
I've started using those rules too after I saw the ridiculous amount of stuff some of the characters were carrying. Now they only bring the essentials into the dungeon and keep the rest of their belongings in saddle packs, or bring a donkey into the dungeon.
And thanks for pointing out the Hobgoblin. I've been using playtest Hobgoblins and I think they wear ring mail, which is a little lighter. I'll have to look at their strength score because I think that's lower too. Hmmm.
Anyway, applying the encumbrance rules to the monsters is something I like to be aware of to keep things fair.
