If you mean that it lets you move in on a creature with donut reach (like a glaive or something), then yes, I suppose it does do that.

The EN World judges who've commented think it's okay at the level it is, and though it's probably more like 1.5 than 1, my main priority right now is to keep it at first (and I don't think it's as good as, for example, glitterdust or invisibility at Brd 2); otherwise I won't be able to use it for another 4-5 months, when my character has leveled up a couple times. So, I'll leave it there, and and know it won't ever really be majorly overpowered on my individual character, at least, since he won't get the top levels of spellcasting (and thus, he won't get stacks of spells or a high caster level), because he'll be picking up Dragon Disciple as soon as he can.
 

My I ask what is living Enworld? Is it like a MMoRPG but done on a messege board with things added, stories interlocking wtc?

It's intended to be a shared-world PbP, so you're right on that. Creamsteak is the founder, and he, garyh, Uriel, and Macbeth are 'judges,' which means they oversee adventures, answer questions, make executive decisions, hand out XP, etc. Though anyone can run an adventure if they want; you just need to send an e-mail to at least one of the four and get it approved, then introduce it in the Tavern thread.

The guidelines and introduction to Living ENWorld are still being worked on, but basically:

All you need to join is create a 1st level character, using only the 3.5 srd (30 point-buy, max starting gold) and post it to the Character Record thread (stickied at the top of the forum). Then you introduce your character in the Red Dragon Inn thread, which is the congregation point for meeting other characters and starting adventures. Macbeth will approve your character or note any changes you need to make within about a week; you'll probably be allowed to adventure before that, but you need to be ready to make changes. Every so often, a GM will drop into the thread and introduce his/her adventure, which you can join if you want, or you can wait for another adventure you prefer. Or, alternately, if you ask the judges nicely, they'll let you wander off and do whatever you want, acting as overseer, and maybe run a mini-adventure for you. The vignette, "A Hunting Trip," is an example of this.

If you'd rather GM, as I mentioned before, all you need to do is write an adventure synopsis and send it to the judges for approval; once it's approved you can introduce it (usually by means of an NPC who comes in, recruiting adventurers, or a message asking for help). You can GM and play at the same time, but you can't play in your own game (creamsteak has an exception right now, I think, but that's because he's using the character as a pseudo-NPC to drive the adventure...not entirely sure). Also, you can make up to 3 characters per region (there's only one region right now, though, which is the city of Orussus and the area around it; the Red Dragon Inn is in Orussus), but they cannot interact with each other.

We've only started recently; about two and a half months (?) ago, I think. There are roughly 40 participants, and five adventures running; obviously not everyone is playing in an adventure right now.
