I think you may want to let someone higher up know that there is an atmosphere of predjudice. You are protecting the company and others by doing so.

Unfortunately, I've tried and was basically told that they can't prove that he is trying to be malicious.

Luckily, most of the employees do not take him very seriously.

Considering the timing and your location, I have a fairly good guess at the content. I haven't had a chance to feel your pain yet, but if it makes you feel any better, my mom on her last chance to visit her family in Texas actually left the dinner table and went for a walk when she felt forced to either start a fight with her bloved sisters who she hadn't seen in years or lie by commission or omission about a subjuct they were prattling on about as if there could be no other intelligent opinion than their own narrowminded one. :(

I don't know your work dynamic well enough to say for sure, but you might try some variation on "You know, when you bring up a very political and socially charged issue at work, you put people in an awkward situation. If someone strongly disagrees with you they can either start a political fight at work, which is really inapropriate, or sit and stew which is really hard on them. Maybe we should just all avoid those kind of subjects." Say it in front of a couple of people, so if it becomes worse rather than better, Mr. HR will have some evidence of malice. Might be too confrontational for the situation, but I thought I'd throw it out there. Or maybe see if Mr. HR would be willing to do a general memo since between recent events and an election year gearing up it could be a useful general sentiment to get out there...

Or make voodoo doll. Voodoo dolls are fun too. ;)
