The authors' sense of history, society, and politics are superficial and often highly questionable. I found it very odd that this is the only game that essentially requires you to have a socio-political orientation, but that several other choices (Communist vs. Bolshevik) are nonsensical, not to mention anachronistic. Equally given the fact that there are many other sentient races around, it seems very odd that black humans would still be the subject of massive levels of prejudice; one would assume that the non-humans would bear the brunt of such scorn instead. The game has a specific game year -- 1867, yet the Crimean War (ended in the 1850s) is still raging and the Ripper Whitechapel murders (1888) have already taken place.
The basic tenor of the game is more akin to
Cyberpunk 2.0.2.0 than it is to the Victorian or Edwardian era -- The Man Must Go Down. Characters are assumed to be members of some underground movement bent on taking down the Establishment, thus following in the footsteps of such successful mid-19th century movements as ... ummm, errr.. no one. Equally if you are a member of the Lower Classes your character will have better stats and probably better skills than someone of the Aristocracy just 'cuz.
The game is a travesty of the genre. Give me
Castle Falkenstein any day of the week. At least that game got the tone of the era right, from the swordplay to the creation of Infernal Devices.
