Villain & NPCs - escape/retreat fast?

What magic items or spells will allow a villain or a hireling to ditch the party? Bonus points if they allow it to happen fast -- immediate or swift. I'm thinking of things like a ring of featherfall, but perhaps more like a ring of teleport that is metamagic'd to have a faster-than-standard action activation.

Going through the old posts, I found that the Anklet of Translocation might be useful. Anything else like it? I'd be willing to custom-build stuff, but I'd like to hear how you built it (for example, does it follow the custom magic table on page 285 of the DMG).

Well, a quickened Dimension Door needs a level 8 slot, while a quickened Teleport would need a level 9. So, spells might not be the way to go, unless (depending on how far you want to go) a quickened Dimension Hop could work to get a short distance away, as that is a level 2 spell and would need a level 6 slot to be Quickened.

Not sure on items.

Ability, Aporter Armor or Shield - MIC pg 6 (2x/day teleport 800-ft as Dimension Door spell)

Ability, Dislocator Weapon - MIC pg 32 (3x/day when hit, teleport enemy 10-ft as you choose, may help you in your retreat)

Ability, Vanishing Weapon - MIC pg 45 (1x/day if hits, teleport self up to 60-ft as Dimension Door spell)

my favourite trick for sneaky types is a Panic Button (Escaping) from CS. basicly it's a single-use dimension door as a swift action. not very powerful, good for low level campaigns.
