Edit to add. From Facebook post. You do NOT get a free faction change to existing pcs. So you loste all faction points if you change.

Is faction a pretty big deal in DDAL?

It's used as an adventure hook in lots of adventures, and there are a few faction-specific rules in AL (like purchasing magic items from your faction), but on the whole, factions are largely flavor in AL.

I suspect, though, that if you're playing an 'evil' monster, you still are restricted in what factions you can choose (because evil, not because monster).

To expand on Pauper post. In some adventures, you can have factions work against each other. Ex. Harpers want the Pink Paladin Pauper to take over the outpost. Emerald Enclave want Evil Jasper to take over the outpost. All factions want Mad Morrus the Merry Monk removed as commander of outpost.
Season 8 may see some changes to the magic item purchasing. I also have to update my AL handout I give out to new people.
