But even if some form of atonement is required for accidentally using an item, the benefits are still there.

Want to mess with a captive a bit, put some permanent magic on them and then release them. They have no idea they have this magical effect, but thier vow is broken and they loose thier powers.
If you really want to talk about the spirit of the rules, I can't imagine an Exalted character hesitating to destroy or apprehend evil because it might put his blessings in jeopardy. A truly Exalted character would sacrifice his own benefits to take out the villain once and for all.
