I wouldn't. What's the point of a vow of poverty if you can just pretend that all your belongings are owned by someone else?

Mmhhh. Page 30 BoED says, you can beg others for components or pay 1 XP per 5 gp component value. I'd say, it would be possible to pay the XP cost for a focus once at the usual exchange rate and cast the spell normally from that point on.

I wouldn't. The VoP says "You man not [...] 'borrow' a cloak of resistance or any other magic item from a companion for even a single round..." I'd rule since you can't borrow magic items, you can't borrow a costly focus either.
 

Nothing forbids a character with VoP to borrow costly stuff. Sure, he will immediately and irrevocably lose the benefits from the Vow, but that's what happens, if you do not live by the high standards. ;)
