I'm sure there is somewhere it's explained all nice.

few questions are wands rechargable and if so, at what cost?

Same question with staffs. and if the answer is no what's the point of staffs. most that i see in books have a few options of spells but only 1 to 3 charges of a spell.

Wands and staffs are, essentially, not rechargeable. (There was a FR minor artifact - Dwarven Glowstone? - that could recharge them, from memory.)

You're misunderstanding staffs, however.

"A staff has 50 charges when created."

So let's look at a typical staff:

Abjuration: Usually carved from the heartwood of an ancient oak or other large tree, this staff allows use of the following spells:

Shield (1 charge)
Resist energy (1 charge)
Dispel magic (1 charge)
Lesser globe of invulnerability (2 charges)
Dismissal (2 charges)
Repulsion (3 charges)

This doesn't mean that the staff contains one Shield spell and two Dismissal spells. It means that activating Shield uses one of the staff's fifty charges, and activating Dismissal uses two of the staff's fifty charges.
