There were no half-elves in B/X or original D&D

And BECMI too IIRC, and this is why I listed them under Uncommon rather than Common. Let's not split hair on the term "PHB", I think you know that I meant races that were available in the first core races batch of every edition. (Although you may argue that you consider the basic D&D series of edition and the AD&D-3e-4e series two separate games, but in my view they are all D&D!).

I wasn't splitting your hairs, or not meaning to. I was thinking of it from WotC's point of view - when they say PHB do they also mean to include B/X/Menzer and OD&D?

For what it's worth, I think half-elves are the only candidates to be added to your core 4 races. I also think that drow shouldn't be an elven subrace for PC build purposes, even if they are in some other story or mechanical context. The same things that make thrikeen and warforged controversial make drow controversial in some circles, I think.
 

You need to pay way more attention to what the devs are saying.

Those things are setting specific and will be dealt with in the monster manual or the setting books specifically.

Personally I'd prefer they keep that garbage out of the player's hanbook so I don't have to rip them out of the book so my players won't be hounding me to play them.

I haven't been playtesting in a while or following the comments but all's I can say is that I really welcome those ideas. Part of the turnoff of 4e for me was that everything was supposed to fit. Warforged in the Realms etc..If something is setting specific put it in the setting book don't say everything is universal.
