Well, you have to be able to compete with the Core "Necromancers".
Typically these are Wizards (Necromancer Specialist or not) and/or Clerics. Sorcs can pull it off also, but I've yet to see one.
In brief~
Cleric as Necromancer: Rebuke Undead, Animate Dead sooner than any other core class), Inflict spells to heal undead minions, not to mention the ability to actually "tank" if needed. To me, the Cleric is the best Core Class for the "Undead Minions" aspect.
Wizard as Necromancer: Death Magic. Wail of the Banshee, Horrid Wilting, etc. Wizards can also Animate Dead and/or Create Undead, but they really shine when it comes to killing large numbers of folks with necromancy spells.

With that in mind, your proposed Warlock-Necromancer could handle the basics of both Core necromancers very well. But he'll never out-blast the Wizard. I think he could outshine a Clericial Necromancer on the undead minion aspect.
Solution for making your Warlock the best Necromancer? A few more invocations designed for "utility" necromancy.
example: (poorly written, but you get the idea)
*Command the Dead (Lesser): the Warlock emanates a aura in a 20ft radius of Desecration. He can control a total number of Undead HD equal to x4 his level. Also, as a standard action, the Warlock can Command Undead as the spell. This invocation lasts for 24hrs.
Convincing your DM to allow you to use the Corpse Crafter feats from Libris Mortis would go along way towards catching the Warlock up to the Core-class Necromancers. Also, the "Fell" metamagic feats for Spell-like Abilties would rock too. Fell Animate + Cone Utterdark Blast!
