I think he is referring to the damage bonus provided by weapon focus. He is asking would that apply to implement attacks or just weapon attacks (since a Holy Avenger can be used for both)?

I can't recall where I read it but I believe the answer is no. Weapon focus bonus damage only applies to attacks with the weapon keyword.

According to the Player's Handbook FAQ (question 21, link) you do get the damage bonus from Weapon Focus when using it as an implement.

Personally, I think this is a bad rule and I don't use in my home games, but that's another matter entirely.

Reading the wording on that, it implies that this only applies to weapons that can also be used as implements such as a Holy Avenger, or a sword if you have the Spiral Tower paragon path, or you are a staff wizard. I don't think you can take this feat and apply it to holy symbols, rods, wands, etc.

I don't see the harm in that ruling from Wizards. It doesn't stack with the elemental feats, and it puts at least weapon-using spellcasters on par with weapon users.

If anything, I'm pondering allowing an "Implement Focus" feat instead, with the same effects as the weapon feats, to do just that.
