Weapon of Myrdroon's Shard used in a charge or OA

Well, this came up and there have been divided opinions in our group so I thought I'd ask here.

Can the at will power of the weapon be used in a charge or OA?

Power (At-Will): Standard Action. Make a melee basic attack with the weapon, with reach one greater than normal. All damage dealt by this attack is lightning damage.

No, you can't do that. The power is a standard action and an OA or a charge specifically gives you a melee basic attack, not[/i] a standard action.

Not to mention, the power does not say that it can be used as a basic melee attack, which what all powers that replace basic attacks say (Magic Missle, Eldritch Blast, etc)

Just to point out that it says make a melee basic attack, so I don't see why it would say is can be used as one. It already IS a melee basic attack. It seems like semantics to try to say that you can't treat a melee basic attack as a melee basic attack.

A basic attack is a standard action too. It also lets you do a melee basic attack. The end results are both called the same thing.

The confusion comes from the power giving you a basic melee attack. If it's not treated as one why say make a basic melee attack? Why not say make a [W] + Strength attack instead?

Does it matter where the melee basic attack came from? And if you can't use it that way, how would you word it that it would? I'm not sure how it's untended to work. Did they mean that you can have your basic attacks do lightning damage and have +1 reach or is it a power that does [W]+strength lightning damage with +1 reach?

You're coming at it backwards.

Using the power is a standard action. When you spend the standard action, you get to do X; in this case, X is "Make a basic melee attack, with certain modifications".

If you are making an OA, it is not your turn; thus, you cannot spend the standard action to use the power.

If you are charging, you are spending a standard action to charge; you are not spending a standard action to use the power.

The item does not say "When you make a basic melee attack, apply these modifications", it says "When you use this power, make a basic melee attack and apply these modifications".
