Weapon of the Gods: can you buff another PC?

Can Weapon of the Gods (cleric 5, phb p65) be cast on someone else's weapon? I know that the intent is probably no, there's very few if any encounter buffs in 4e. But the wording doesn't seem to explicitly forbid it to me.

(Don't tell me to ask my DM -- I'm the DM, and a player asked me. )

The target is one held weapon, but it doesn't say that it has to be held by the cleric. I believe the consensus is that the cleric can use it one an allies weapon. This is also backed up by the range of the power being "melee touch" and not "personal".

I guess, using that on other peoples' weapons is the whole freaking point of it.

Check out the Artificer. They have such a power at every level.
